Alright. First of all, I am aware it won't end rate abuse permanently. If there was a cool-down, a rate abuser would rate posts less and less. I think a cool-down on ratings would be a good idea to stop rate abusers, and to stop those who rate posts too fast.
Positive ratings are still part of the rate abuse problem. How long would the cool down be? Depending on that, I'll decide my stance.
Neutral depends on cooldown and this may enable some people to create more account to get around this cooldown (more alts).
I don't really see it that necessary if the cool-down works like that. If it were possible to make it so, you give 2 "like" ratings to the same person - then a cool down to prevent a 3rd like rating to that same person... That would be more efficient. I don't think it's possible to implement this, but neutral.
