Comparing a burning house to mineverse forums is a little unrealistic. The owners are trying their best to sort out the rate abuse and make the community a friendlier place. Unlike a burnt down house, rate abuse can be fixed, and adding yet another thing to increase rate abuse would also increase the amount of time it'll take for Crew and Cyp to fix the problem.
If they want to fix the problem they can remove the rule on it or remove ratings, otherwise it will always exist.
