I don't know why you're still applying, you've had your application open for around 1 and a half years and you're probably more qualified than at least half of the current staff team(Though they're still good), you're dedicated and when you were staff you weren't biased at all, you didn't tolerate anyone breaking the rules and didn't decide for yourself what the punishments were, you were always a great staff member and I look forward to seeing you have your position back again, even if it's not for a while, though I really do hope you get your second chance soon, as many people before now have gotten their's and you're extremely deserving of getting promoted.
