How about instead of rule 4 being the link, /rule would automatically send the link. ex. *player types /rule* chat "Official Mineverse Rules: http://www.mineverse.com/threads/official-mineverse-rules.57964/"
I feel like that would be there fault. If they don't want to bother to read the rules and they get banned, then that's there fault not the staff's. Edit: besides, people should have enough common sense to know what you should and shouldn't do. Even before I read the rules, I could figure out "don't hack" "Don't use profanity" "Don't Abuse glitches" "Respect Staff" so even if they don't read the rules they should still have somewhat of an idea of what not to do.

I agree on adding a link to the full rules in the forums. As you said not that much players know about that command. Maybe it should be advertized the first time you log to any server (just the first time).

This still needs to be sorted, something I've seen on other servers is a plugin that makes you acknowledge the rules when you first join the server before being allowed to play
Support- a warp or a book might also work, though. Like, if you typed /rules you'd get a book with the rules in it. ;p
Support!! Maybe there could be the main rules for each particular game and then at the end of those rules, you can put "for a full listing of rules" and then put nanurz's link on it. I like kinsey_kid's suggestion of an acceptance of rules at the beginning. But it would be like any other disclaimers, they wouldn't be read. Also to add, the prison rules aren't 100% correct. It should be only wooden swords are allowed, no other type of swords or bows are allowed. ;)
When you join a server,those rules should pop up and have an accept or decline command.If you decline,you wouldnt be able to go to the server until you accept the rules.A bit like the terms and conditions.Support.
