I do not support it. Sure a day or two I may have been giving someone a rough time, I'm a sarcastic jerk by nature. I just dont think that it should be against the rules to have 200- dislikes given. However good luck with this suggestion. I do feel that there should be clarification on rate abuse.
I would define it as a branch of spam. More specifically spam that can have a negative or positive affect on the receiver depending on the usage. If a user (the sender) were to give the same user (the receiver) three or more ratings within a day, I call that spam; either positive or negative, identical rating or not. I think it's a brilliant although unfinished idea.
How would you define rate abuse? (Please be as clear as possible): 5 of the same rating to the same person in 1 day, Also you must ask the player why he / she rated the person that. A lot of times ive been baned for rate abuse but i actually disagreed or did not like what the person was saying because what he / she was saying was retarded af. So my suggestion would be that if someone gave 5+ ratings to a person in 1 day (or if you think that what you said shouldent have received that rating) You have to ask the person why he / she gave the ratings, if he/she gives a reasonable answer they are let off free if they give a bs answer they get day baned. What are your opinions on the removal of the ratings permission from users? I dont think that should ever happen just keep giving them day bans

No I think they should ask because it would stop much of the confusion especially if they rated something disagree, because they may not know what or how the player disagreed with the post. Or if they disliked a post the mod may not know why exactly the player rated it so. I could go on with many other examples but I think you should get the point now.

Hence why i said in the first post that if they give a bs answer they should just be banned (then everyone will complain that their answer was true) Theirs no real way to make it fool proof but I feel that if they give a fishy or answer that just doesn't make sense they should be banned.
