I suggest you don't use the signs, but do /rankup.

I'm not sure why this isn't working for you. When I was Elite, I could still rankup.
Try using /rankup?

 

Like if he was a different rank before and got Titan it glitches his rank.

Go to /warp ranks and click the 'C-Prisoner' sign
Don't use /rankup, it's a donor glitch where your prefix gets removed after purchasing a donor rank/upgrading
