Hello, my name is Legoman12g. I've recently gotten raided from a user using claim finder, I have actual proof of this, and I was wondering if this is an "illegal" action and if the player would be banned from the Op Factions server.

Yes, it's illegal as it gives people an unfair advantage.

      Report them.

they most likely are using /f map which at that case is perfectly allowed... or they were traveling and breaking blocks till they hit faction lands...

Nope, there's a client that if you know how to use correctly, lets you see every claim on the map.
Don't worry, make a new base and it should be fine. They must of had your co-ordinates before the server updated to 1.8 because there is currently no client for 1.8 which lets you find faction claims.

Yes, indeed the user can be banned for claim finder.
Once you have proof please report the player, thanks.
