So in our History class for school, there's a rule that if one person doesn't do the homework assigned, everyone has to take a pop quiz on two events that we learned about, and if you get one wrong, it's an F basically. These quizzes are worth 10% of our overall grades, and that's a lot.
Anyways, I'm just curious what your guys' opinions are on this. Is it fair that the whole class has to take a 10% pop quiz because one person didn't do their homework? Or would it be more fair that only that one person does the pop quiz himself/herself?

No, it isn't fair. I personally believe the person who didn't do their homework, should be the only one who has to take this Pop Quiz.

Unfair. The only person who doesn't do their homework should pay the consequences. My opinion :)

Fair; if the kid holds any value in how his/her peers see them (which if it's a high/middle schooler they definitely do) then it's a pretty guaranteed way to make them feel bad about not doing their homework -> do it in the future

Here in Poland, if you don't do your homework, forget a textbook or something you get an 'np', short for 'nieprzygotowanie', meaning 'not ready'. Each teacher gives us a set amount of 'nps' to use each semester. Let's say I've 3 nps. I forget my homework 3 times, I get 3nps. Then I forget it again, so I get an F. Next time, another F. Works well.

On to your system, it's somewhat fair. It teaches compassion for others. But, it is somewhat unfair, for obvious reasons. There's also the fact that this is an effective way to make everyone study daily.

I told my teachers to shove their homework and I wasn't doing it. From year 9, 10, 11 and 12 I did not one single piece of homework. Thug life.

I am homeschooled so I have to deal with my parents :/. No it isn't fair, just give the person who did not do their homework detention

But, out of all consequences to choose, why try to make that certain person feel guilty about himself/herself because the class is mad at him/her for not doing their homework? It doesn't seem right and there's many other ways to teach that person to do their homework in the future, such as giving them an F on the assignment or giving them a detention. Personally, I think it's unfair and I don't think the whole class should have their grades possibly suffer from a pop quiz because only one person didn't do their homework.

This punishment is an easy way to make enemies from your classmates

I wouldn't say enemies, but it might start conflicts and tension with the students that failed the quiz and the person that didn't do their homework.

Here in Romania, teachers don't really verify or care about homework. There are teachers that don't even give any homework, though most of them give it and hope that everyone does it (lolno). There are also teachers that sometimes check our homework, and there are also teachers that are very strict about homework (only my Romanian language teacher really cares about it). Here, doing homework doesn't really influence your grades, however I like to do homework for the subjects that I'm interested in.

E.g. I do my homework at chemistry, maths, English, German, etc because I'm interested in those subjects.

I do my homework at Romanian because the teacher is very strict, not because I like doing it.

I don't ever do homework at physics and geography because the teachers simply don't care about us doing homework.

Yeah, countries are different. But I do think that the punishment the teacher gave you was way too harsh.
