To be honest, you can easily see his name, and he obviously just forgot to turn his mod off or something and he didnt realize that it would react with people at spawn, but he is hacking, so he should pay the consequences.

It pretty obvious cause no one else has a name close to that, also u see cause its in a different color than all the others since hes a donor. ALSO lol he has that skin which u see popping out, so it definitely him
