You need 4 people in the arena to start. Please make it 2 or 1, as lots of people want to play with just 3 or 2, or even solo. Thanks.

It does work like this already.

When 4 players are reached in a lobby, it reduced the start timer, whereas if you have 1, 2 or 3 people, it takes longer.

I am guessing that what you are suggesting is a way to auto start an arena so that 2 people can play together?
