/god is used to watch/record suspected hackers, deal with reports without being interrupted, etc., basically any moderation duties performed with /god are legal. Say if a staff member were to just be sitting in their base with /god that's abuse, or if they were looking for raids in /god or/fly, basically they can get demoted if they use it in an immature way.
If it was to be during PvP, then yes, it is abuse since /god fully restores your health. Same goes for /fly.
