There is one map where people hide in cobwebs and shoot bows at the infection. The infection cannot win because of this. Could you remove the cobwebs and replace them with a solid block? Thank You!

No support sorry. There are certain maps that zombies kinda just can't win, (take Nether, Nuketown, etc. for example) and the same works in reverse. (Caves, Temple, Stronghold...) The cobwebs are part of the map, possibly even there for that reason, and removing them is no different than say, removing the glowstone blocks on Nether...
Well first, you can still reach the humans in the webs, I've seen heaps of people get them, And remember for prestige 7 seven, you get a bow with one arrow, so you can obviously shoot them, by the way the main point of Halloween is the cobwebs. No support, sorry.
