claim griefing...

hi,
recently i have been subject to what i consider a very annoying and irremovable grief. i udnerstand that griefing unclaimed land or houses and stealing chest contents is very much part of the game and is widely accepted, not reportable, and laughable if you try to report someone. However,this is often because griefing can be reversed by the griefed player by rebuilding/crafting. i come due to circumstances that are completely ruining my experience. A new form (or maybe not) of griefing which i dont believe is really fair. I had one person claim narrow yet long areas of land around my castle. after a week they have not removed them and they have not built anything. And it is clear from the way they talk to me that they have no intention of unclaiming because they insist that i stole a minecart (true) and did not give it back (false, maybe they have long term memory loss like my chem teacher).

I have not ttempted to report this because i simply do not know what the correct procedure this kind of action is. My question is simply...its it punishable, or at least fixable (an admin removing the claims).

update: now the person (TemTehCat) has started telling me when i ask them to unclaim to give them 2 stacks of diamonds otherwise no

Tem TehCat has unclaimed most of the claims but there is still one i think
and someone else has gone and claimed land near my castle...sed they wanted to build a hoiuse but they have not used it.
