To answer your question, yes you can apply for builder in the moderator application section. Make sure to title it "(ign) Builder's application"

We aren't in need of any builders at the moment we have a good amount of people already. The problem is that as a builder we normally don't build for a while until a map is needed. If we were busier we would probably recruit more builders.
