No you don't, you need to buy a rank to get the permissions to it, if you dont have any rank and you're a moderator, you just have the default permissions
As a moderator you keep the permission of your current group. For example, when I was a moderator I was also a Titan. So I kept my Titan permissions but also moderator permissions. Sometimes you get from default to Premium. Or if you are unlucky your rank prefix is gone lol.
