[Towny] Leave Nations

So at the moment when you are in a nation you can only leave a Nation if the Nation leader kicks you out. If you want to leave a Nation due to an inactive Nation leader, you cannot. I think there should be a way or command that allows a town to leave their Nation.

The command for mayors is supposed to be /nation leave. But it's broken
