[Towny] Add a tag to Town Chat

Add a tag like [TC] in front of your chat when you're using town chat?
I would like this implemented because I and some other people in the town that I am in want to be able to differentiate "town" chat and "all" chat
Kind of like creative's plot chat

This would also help when you forget to go back in the global chat and you end up talking to yourself for like an hour Cx
