Title explains all.

People can use /rtp without cooldown and find towns within seconds. I suggest also that /rtp is disabled in combat.

If neutral/No support, explain why.

Support, sure it's really useful and all for grinding out money (finding deserts and jungles extremely fast) but it's also overpowered and it'll eventually ruin most places considering it won't be hard to get far early game.

I believe that a 2 minute cooldown would be enough.
