Have you tried turning your pc on and off? Or restarting your router?

Perhaps you are lagging or your connection is poor. This happened to me at times when I am using only a modded client with no mods loaded, and a few times on vanilla.

I would try testing your connection and see if that is an issue.

If you are not hacking: It is probably lag, try using a different version client, like if you are in 1.8.9 then go to 1.9.4, etc.
If you are hacking: Go to single player press the PANIC button which clears everything that was on.

This is not an issue with NCP. There is a packet limiter in one of the plugins used on Mineverse (VV).

Perhaps one of my previous posts regarding this issue can assist you

"This is most likely occurring due to the server having a packet limiter. I believe Mineverse is a 1.8 server, but supports 1.9 clients. As of recently, there was an issue with users crashing servers by sending an excessive amount of packets while using a specific 1.9 modified client—which is why the packet limiter would have been implemented.

Your client is exceeding the maximum amount of packets the server allows you to send. This could be due to you using a large amount of mods, hacked clients, etc."
