Adding /mail is where you can message somebody even when they are offline. They makes it easier to get into contact with someone else when they might not be on as the same time you are.

I remember @Alex warned me once for block glitching on Infection via /mail, and I also remember me and @Discdog1000 sent each other messages via /mail.

I've just tried using /Mail and we are not allowed. Maybe recently it's been disabled.

 

/mail on Infection has always been a thing, but not anywhere else to my knowledge.
